If you are buying a new home or hiring a custom home builder in Ontario, you will encounter two acronyms: HCRA and TARION. Understanding what each organization does and how they interact protects you from poor-quality builders and gives you recourse if something goes wrong.
What Is HCRA?
The Home Construction Regulatory Authority (HCRA) is the provincial regulator for new home builders and vendors in Ontario. It licenses, regulates, and enforces conduct standards for builders. If a builder violates professional conduct rules, delays possession without cause, or misrepresents the home, the HCRA investigates and can suspend or revoke a builder's licence.
Before you hire any builder for a new home in Ontario, verify their HCRA licence status at the Ontario Builder Directory. Unlicensed builders cannot legally build new homes or sell them in the province.
What Is TARION?
TARION (previously the Ontario New Home Warranty Program) administers the statutory warranty that all new homes in Ontario must carry. It is a consumer protection program, not an insurance policy. The warranty is attached to the home, not the builder, and covers:
- Year 1: workmanship defects, Ontario Building Code violations, unauthorized substitutions
- Year 2: defects in plumbing, electrical, heating, and building envelope (water penetration, structural)
- Year 7: major structural defects only

How They Work Together
HCRA licenses the builder. TARION provides warranty coverage on the home the builder constructs. If your builder does poor work, TARION processes your warranty claim. If your builder acts unethically or unlawfully, HCRA investigates the builder's conduct. Both are funded through builder fees, not government tax dollars.
What TARION Does NOT Cover
- Normal wear and tear or maintenance items
- Damage caused by the homeowner or third parties
- Cosmetic defects reported after move-in deadlines
- Issues on renovations or additions (not new home construction)
- Commercial properties
Important Deadlines to Know
TARION has strict reporting deadlines. For Year 1 warranty items, you submit a 30-Day Form (within 30 days of possession) and a Year-End Form (between days 270 and 365). Missing these deadlines can void your claim even for legitimate defects.

Does EZU Construction Fall Under TARION?
If EZU is building a custom new home on your land (a 'vendor-builder' arrangement), TARION warranty coverage applies. Renovation work, additions, and alterations to existing homes are not covered by TARION — they are governed by the contractor's own workmanship warranty and any applicable Ontario Building Code compliance.
